Rule 15
The highest interest to be determined
When the child welfare officer or the juvenile court makes a decision according to sub-section (3) of section 16 of the Act, the basis of the procedure for determining the highest interest shall be as follows:-
(a) Arrangements to ensure his safety,
(b) Maximum of opportunities available to children. An arrangement where opportunities can be obtained,
(c) 8 Arrangements to maintain children's religion, culture, language, identity, community and family closeness,
(d) Children's Perceptions and Voluntary Consent,
(e) Other grounds determined by the Child Welfare Officer or the Juvenile Court considering the economic, social and family situation of the child.
